assent procedure

The `assent' procedure gives the EuropeanParliament (EP) a power of veto over certain legislative proposals in the CommunityDecision-makingProcess. It was originally introduced by the SingleEuropeanAct. In outline, where the assent procedure applies, a proposal cannot be accepted unless supported by the EP in a majority vote. Currently, the assent procedure applies in the following provisions.

• Accession of new member states (Art. 49 of the TreatyOfMaastricht)
• Agreements with non-EU countries (Art. 300 of the ECTreaty)
• Specific matters relating to the European Central Bank
• Modifications to the election procedure of the EP
• Imposition of sanctions for breaches of fundamental rights
