White Paper

A White Paper is a consultation document published by the Government,
outlining fairly detailed legislative proposals. Its purpose is
to elicit comments from interested parties that may influence the
formulation of a new Bill, and reduce the number of ammendments
proposed during the LegislativeProcess.
