basic norm

In the Pure Theory of Law of Hans Kelsen,
the basic norm, or `grundnorm' is the duty statement
against which all other duty statements can, ultimately,
be validated. The pressuposition of the basic norm avoids
the infinite regress that othewise arises in a system where
NormativeStatement (duty statement) can only
be validated against some other normative statement.
